Despite our extensive coverage on validation, let's re-examine the term. ASQA states that validation is a quality check of the assessment process.
In other words, validation identifies which elements of an RTO's assessment process are done right and which need improvement. A proper understanding of its key components makes the task less daunting.
Clause 1.8 in the SRTOs 2015 outlines that RTOs must ensure their assessment systems, including RPL, comply with training package requirements and the Principles of Assessment and Rules of Evidence.
We must adhere to the standards by conducting two types of validation.
The initial assessment validation ensures your RTO's assessments comply with the training package requirements.
The next validation ensures that assessments are conducted per the principles of assessment and rules of evidence.
This implies that we validate both prior to and following the assessment. The focus of this article is on the first type: assessment tool validation.
Exploring the Two Types of Assessment Validation
Clarifying Assessment Validation
As noted earlier and in previous blog posts, validation comprises two stages: (1) assessment tool validation and (2) post-assessment validation.
Assessment tool validation, known as pre-assessment validation, pertains to the first part of the clause, focusing on meeting all unit requirements and ensuring total workbook compliance.
Post-assessment validation, in contrast, is about the implementation, requiring Registered Training Organisations to conduct assessments adhering to the Principles of Assessment and Rules of Evidence.

The Process of Assessment Tool Validation
After reviewing the two types of validation, let’s explore the specifics of assessment tool validation.
When Assessment Tool Validation Should Be Done
Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are included in your assessment tools.
Therefore, any time you obtain new learning resources, assessment tool validation should be completed before students use them.
You don’t need to wait until the next scheduled validation in your 5-year cycle. Immediately validate new resources to ensure they’re ready for student use.
However, this isn't the only instance to conduct this type of validation. Perform assessment tool validation when you:
- resources get updated
- your scope includes new training products
- your course gets reviewed against training product updates
- you identify your learning resources as a risk during your risk assessment
The Australian Skills Quality Authority's risk-based approach to regulation means RTOs must conduct regular risk assessments. Complaints from students about learning resources signal the need for assessment tool validation.

Remember, this validation aims to ensure all learning resources are compliant before use. All RTOs are expected to validate all unit resources.
Resources Needed to Start Assessment Tool Validation
Educational Materials
To validate your assessment tools, you will need the complete set of your learning resources:
Mapping tool – the first document to check. It indicates which assessment items align with unit requirements, making validation faster.
Learner/student workbook – ensure it is suitable as an assessment tool during validation. Check if instructions are clear and answer fields are sufficient. This is a common issue.
Assessor guide/marking guide – confirm that instructions for assessors are adequate and clear benchmarks for each assessment item are present. Clear benchmarks are crucial for reliable assessment outcomes.
Other related resources – these might include checklists, registers, and templates developed separately from the workbook and marking guide. Ensure they are appropriate for the assessment task and meet unit requirements.
Validation Panel
Clause 1.11 specifies the criteria for validation panel members, indicating that validation can involve one or more persons. RTOs usually require all trainers and assessors to participate, sometimes including industry experts.
Together, your validation panel should possess:
Vocational competencies and industry skills relevant to the unit being validated
Current expertise and skills in vocational teaching and learning
Any one of these training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or the equivalent successor

Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

Core Principles of Assessment
Fairness – Does the assessment process ensure equal opportunity and access for everyone?
Flexibility – Does the assessment provide multiple options to show competence according to various needs and preferences?
Validity – Is the assessment evaluating what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?
Reliability – Will the assessment achieve consistent results every time, no matter who conducts the check here training? Will different assessors consistently decide on skill competence?
Evidence Key Rules
Validity – Does the evidence prove that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?

Authenticity – Is the assessment tool verifying that the work belongs to the candidate?

Even though these are frequently addressed in VET professional development and nationally recognised training, a lot of tools still fail to meet these requirements.
To prevent using learning resources that do not address some unit requirements, ensure you adhere to these guidelines:
Live Up to Your Words
Observe the verbs in the unit requirements and ensure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Perform each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:
diaper change
bottle preparation, bottle-feeding babies, and cleaning equipment
prepare solids and feed babies
respond to baby signs and cues suitably
settle infants for sleep and prepare them
monitor and promote physical exploration and gross motor skills suitable for the age
Having students describe the nappy-changing process for babies under 12 months doesn’t fulfill the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.
Watch Out for the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Entire or Not Competent
Mind the lists. In the previous example, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item must include clear and specific benchmark answers to guide the assessor’s judgment on student competence. Consequently, ensure your instructions are clear and not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What information might be included in a work package?
Possible answers may include:
Needed materials
Appropriate costs
Duration of activities
Assigned duties and responsibilities
If an assessment item requires multiple answers, specify the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.
This is also true for assessment items with double-barrelled questions or those that require multiple answers at once. These can confuse students and assessors, as demonstrated in the sample question below:
Identify a hazard and/or environmental issue in the work area and select the most effective hazard control hierarchy.
Answers might include, but are not limited to:
Weather conditions – isolating the work area, engineering controls, personal protective equipment
Work area and ground conditions – eliminating hazards, isolating, engineering controls

Steering clear of double-barrelled questions makes it easier for students to respond and for assessors to judge student competence accurately.
Considering these requirements, you might think, “Don’t learning resource developers have audit guarantees?” But such guarantees require you to wait for an audit before rectifying noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
